Authorization is the process by which users gain access to the spectrum resource. This may involve assigning specific frequencies to users, allotting certain frequency bands or sub-bands to specific users who may or may not be able to transfer such spectrum rights to others or it may mean simply authorizing the use of specific equipment or categories of equipment. It is important to distinguish between methods for determining who will have access to spectrum versus determining the cost of such access (see Section 4 for more on the latter).
