Nepal- Request for Applications for a Licence to Provide Rural Telecommunications Service (RTS) in the Eastern Development Region

This Request for Applications (RFA) is a good example of an RFA issued for a licence to provide rural telecommunications services. The RFA includes extensive details about the licence, the rights and obligations attached to the licence, and the telecommunications sector in Nepal. It also outlines the licensing process and the information that applicants were required to file. The licensing process featured a qualification phase, followed by an auction in which applicants bid the subsidy amount they would require to operate the rural telecommunications service. Only the bids of applicants that had successfully met the qualification criteria were opened during the auction phase. The licence was awarded to the qualified applicant that submitted the lowest subsidy bid.
