European Regulators Group -- Opinion on Functional Separation (2007)

This Report was prepared in response to a consultation on a review of the EU regulatory framework governing electronic communications networks and services. The opinion summarizes what functional separation is and why it may be required as a response to Significant Market Power (SMP). The Report also examines the impact of functional separation and its consequences for the ICT industry and consumers. In this regard, the Report uses relevant experience from the United Kingdom, which (according to the Report) has the most extensive experience of imposing functional separation as a remedy at the time of the writing of the Report.
