European Regulators Group -- Mobile access and competition effects

This Report was prepared by the Mobile Market Working Group (MMWG) of the European Regulations Group to examine mobile access and competition effects. The Report provides an overview of access regulation under both the old and the new EU regulatory framework (current as of 2006). The Report focuses on 3 forms of access: national roaming, service provider (SP) access, and mobile virtual network operators (MVNOs). The Report provides an overview of the countries that have SP access or MVNOs operating in their markets and a subjective view of the National Regulatory Authorities about whether the introduction of SP access and MVNOs has had an impact on competition. Finally, the Report touches on the issue of carrier selection and pre-selection, and gives a short summary of National Competition Authority cases that may result or that have resulted in a setting of access obligations to MNOs.
