India -- Recommendations on Mobile Virtual Network Operator (MVNO)

These Recommendations on MVNOs were issued by the Telecommunications Regulatory Authority of India (TRAI) in response to a request from the Indian Department of Telecommunications (DOT). The Recommendations address the need and timing of entry of MVNOs, as well as the technical, regulatory, and licensing issues related to the introduction of MVNOs in India. In terms of the licensing and regulatory issues, the Recommendations address the definition of MVNO services, licence service areas,eligibility conditions, scope of service, service obligations, entry fees, annual licence fees, allocation of numbers, and interconnection matters. In general, TRAI based its recommendations on a "light touch", enabling regulatory approach aimed at encouraging genuine MVNO activities in the ICT sector. Note that DOT subsequently responded to TRAI's recommendations. TRAI has reviewed DOT's responses and issued further comments. This document should therefore be read with the document TRAI Response to DOT Reference on MVNO Recommendations.
