Tanzania -- The Tanzania Communications (Access and Facilities) Regulations, 2005

These Regulations outline the obligation of Tanzanian licensees to facilitate access to network facilities. The Regulations address the scope of this obligation and address, among other things, situations where access will be mandated; non-discrimination treatment; when refusal of access is permissible; the access charging structure; the content of access agreements; and limitations on access.
