Canada -- Conditions of Licence for Mandatory Roaming and Antenna Tower and Site Sharing and to Prohibit Exclusive Site Arrangements

This Client Procedures Circular (CPC) was issued by Industry Canada (IC), which regulates the licensing of radiocommunications carriers and service providers in Canada. This CPC establishes that all radiocommunications carrier licensees have an obligation to share antenna towers and sites, as well as an obligation to facilitate roaming over its network. Licensees are not permitted to enter into exclusive site arrangements. These obligations have been adopted as conditions of the licences of all radiocommunications carriers in all bands in Canada. This CPC also outlines the processes for tower and site sharing and mobile roaming, disputes concerning technical feasibility, and arbitration arrangements.
