Nigeria -- Guidelines on Collocation and Infrastructure Sharing

These Guidelines were issued by the Nigerian Communications Commission (NCC) to establish a framework in which operators can negotiate collocation and infrastructure sharing arrangements. The Guidelines identify infrastructure that may be shared (largely passive elements) and that may not be shared (mostly active elements). Among other things, the Guidelines address: procedures for negotiating collocation and infrastructure sharing; general rules for collocation and infrastructure sharing; allocation of capacity; legitimate reasons for refusing access; separation; dispute resolution; and the contents of a Reference Offer for Collocation or Infrastructure Sharing.
