These Guidelines were issued by the Malaysian Communications and Multimedia Commission to provide a regulatory framework for the introduction of Voice over IP (VoIP) services under the service number prefix 0154.
The guidelines provide a framework for the following matters: technical network attributes of VoIP; inter-network call routing arrangements; customer arrangements; charging principles; Quality of Service; other applications services; and numbering allocation and usage.
These guidelines should be read together with applicable communications legislation and regulations.
