In this document, the Finnish Communications Regulatory Authority (FICORA) sets out its opinion on the regulation of the services provided by Skype in Finland. The opinion includes a detailed analysis of the nature of Skype's services in Finland and provides specific reference to applicable communications legislation. The opinion outlines the regulatory obligations applicable to Skype in Finland. The opinion canvasses issues related to telecommunications notification; numbering; number portability; interconnection; emergency services; other users' rights; telecommunications monitoring; privacy and data security; and technical regulations.
This opinion was issued in response to a request made by TeliaSonera Finland Oyj for the views of FICORA on the VoIP services provided by Skype and the interconnection agreement between Skype and TDC Song Oy. FICORA invited comments from various parties during its consideration of this matter. FICORA also circulated a draft opinion for comment and provided an opportunity for concerned parties to present their comments on the matter.
