This document sets out the opinion of the Finnish Communications Regulatory Authority (FICORA) with respect to the use of telephone numbering resources in Voice over Internet Protocol (VoIP) services. The opinion provides a short analysis of the regulatory treatment of VoIP services. (This issue had been considered in other FICORA documents.) The opinion then analyzes a number of issues related to the use of numbering resources by VOIP service providers (e.g. availability, portability, emergency traffic, positioning, and telecommunications interception and monitoring).
