Canada -- Licensing Framework for the Auction for Spectrum for Advanced Wireless Services and other Spectrum in the 2GHz Range

This document sets out the framework governing the Canadian spectrum auction for Advanced Wireless Services (AWS) in the 2 GHz range. This spectrum auction featured a Simultaneous Multiple-Round Ascending Auction Design. The document outlines technical considerations related to the spectrum available through the auction; the basis of legislative authority for conducting the auction; the terms and conditions of the licences available through the auction; an overview of the licensing process; and details concerning the auction design and rules. The Appendices include information about eligibility points and opening bids for the various spectrum licences available in the auction; rollout targets; a checklist of forms; and related Canada Gazette Notices.
