Summary

 

In 2000, the Norwegian licensing authority issued an invitation to tender for 3G licences.  The Norwegian Invitation to Tender outlines, among other things, the following:

  1. Rights and Obligations related to the development and operation of third generation systems for mobile communications.  Individual terms, administrative fees and frequency fees, rights and obligations pursuant to legislation or regulations are also outlined.
  2. Minimum Requirements, including such information as coverage requirements, roll out obligations and financial and equity requirements.
  3.  Application and Licensing Procedures, including information about the selection criteria and the selection mechanism.
  4. Guidelines for Content and Arrangement of Applications, including guidelines for the description of the applicant’s expertise and experience and guidelines for the technical description of the planned network and the range and quality of provision of mobile communication services planned.
