It is critically important to know what the current use of spectrum is before one can plan for the future. This can be ascertained from existing records of frequency use across the entire radio spectrum. This information may be held by various organizations and where national records are incomplete or unreliable, public consultation between regulators, service providers and users can help retrieve a fuller picture. A single national frequency register should be created if one does not already exist. Computer-aided tools can be very helpful in this regard.
