This report, which was prepared for the Broadband Stakeholder Group (BSG), analyses the economic and social impact of Next Generation Networks (NGN) in the UK. The report focuses in particular on understanding where the costs and benefits related to the deployment of NGNs might accrue across the economy and society and on suggesting how these costs and benefits should be accounted for in a cost-benefit analysis. The report also suggests that creating the right enabling environment will be important for ensuring the most efficient use of resources and mitigating the potential costs associated with the transition to NGN. The report includes some policy suggestions for creating the right enabling environment.
