This document sets out the regulatory framework governing IP Telephony in Hong Kong China. The Telecommunications Authority adopted a two-class approach to regulating IP Telephony. Class 1 services are IP Telephony services that have all of the attributes of conventional telephone services. Class 1 service providers must fulfil the licensing conditions of FTNS/FC relevant to local voice telephony services. Class 2 services are those that do not have all of the attributes of conventional telephony services. Class 2 service providers are subject only to minimal licensing conditions aimed at protecting consumer interests and safeguarding fair competition.
