This document is an invitation to pre-qualify for an invitation to tender for a second national operator (“SNO”) in Kenya. (An “invitation to tender” is essentially the same type of document as a Request for Proposals, or “RFP”.) This particular invitation to tender is very brief as it only outlines the prerequisites for candidates to qualify for tender. Only successfully pre-qualified candidates are privy to the actual tender document. The Kenyan invitation to pre-qualify outlines the procedures, requirements and fees for the pre-qualification process.
Kenya’s complete tender/licensing process consists of the following five stages:
Prequalification
Qualification – successful candidates are selected from the prequalification pool (Five candidates qualified for the SNO tender).
Technical & Financial Bidding – consisting of a question and answer session, pre-bidders conference, and final bid submission.
Award – consisting of the bid evaluation, declaration of a winner, and submission of a performance bond.
Licensing – consisting of the formal application, public notice, payment of the initial licence fee, award of licence, and network rollout.
