Industry Canada is the Spectrum Manager in Canada and is responsible for spectrum regulations governing fees for spectrum use. To assist users a guide has also been prepared.

Canadian Government policies concerning cost recovery and value for money are promulgated by the Treasury Board, a central agency of government. Departments such as Industry Canada are required to provide program cost justification to the Treasury Board. In essence, fees must be reasonable, justified and relate to program delivery costs.
